Safety concerns regarding tractor trailers are at the forefront following a deadly accident that injured comedian Tracy Morgan.  The criminal complaint against Walmart truck driver Kevin Roper says he'd been awake for more than 24 hours when his big rig slammed into Morgan's limousine Saturday morning on the New Jersey Turnpike.

Authorities believe Roper failed to slow for traffic ahead and swerved only at the last minute to avoid a crash.  He has been charged with vehicular homicide.

Harold Fisher has been a truck driving instructor at Luzerne County Community College for nearly 15 years and says there are federal regulations every driver must follow.  He says "you can run 11 hours and you can run the dock for 3 hours or paperwork or anything else for a total of 14 hours, then you have to take 10 hours off."

Drivers are required to log every stop and break they take, but Fisher says drivers have been known to write up false logs.

Meanwhile, the driver involved in the weekend crash is out on bond with his first court appearance set for Wednesday morning.
