Cat owners in Shamokin, Northumberland County, may need to start shelling out cash to license their cats with the city. The codes officer has proposed the mandate to try to deal with stray cats. Officials believe there are 400-600 stray cats within the city. If owners are forced to register their cats, that would allow animal control to pick up unlicensed cats. But not everyone is thrilled with the proposed ordinance. Some say they can't afford the extra fee. This proposal is similar to an ordinance adopted by Northumberland Borough, which requires cats to be licensed and kept indoors unless leashed.
