A Lackawanna County mother is facing child endangerment charges after police say she left her kids unattended twice this week.

On Wednesday, the four-year-old daughter of Chelsie Elders of Carbondale fell 18 feet out a third floor window at her apartment building.

Elders was arraigned Friday morning on charges of endangering the welfare of a child and reckless endangerment.

On both Tuesday and Wednesday, police say Elder's two children, ages two and four were unsupervised.

The 23-year-old lives at the Summit Garden Apartments in Carbondale.

"It only takes turning your head for a second and who knows what your kids are going to get into," neighbor Naomie Bainbridge said. "They don't know any better. They don't see the danger in sitting in a window."

Police believe Elders had a bunk bed next to the window, knowing the window locks had been broken several times in the past.

While Elders allegedly told maintenance crews about the situation, her neighbors say putting the bunk bed next to the window was asking for trouble.

"The bunk bed should never have been near the window because these windows have an edge to them," neighbor Jason Fashauer said. "For that bunk bed to be there, any child could get up on there."

At the time her daughter fell out the window, Elders allegedly told police, "I was in the bathroom, doing my business and I don't want you to know what my business was at this time."

"That baby is suffering for it. The mom's not in pain or anything. It's the baby. I can't imagine," Bainbridge said.

A day earlier, on Tuesday, police say Elders two kids were running all around her apartment building hallway unattended.

Police say Elders was alseep at the time after she took sleeping pills.

Elders was released on $50,000 unsecured bail after her arraignment.

Her four-year-old daughter suffered a rib fracture, paraspinal hematoma and small laceration of the liver in the fall. The child is still in the hospital in stable condition.
