"The garbage is piled up over top of them it looks terrible," John Hillpot, who drives past the bins everyday, said.
Pictures photos posted on the Mahanoy Township Police Department's Facebook page show what John Hillpot is talking about. They show the recycling containers at the municipal building overflowing with trash.
"I think they should cite people," Hillpot said. "It's not too hard to just take it out of your car and put it in the dumpster.""
Mahanoy Township supervisors told Eyewitness News it's a reoccurring problem and it's taking time from borough employees and police officers who have been forced to clean it up. They say the trash has also been attracting animals from nearby woods.
In order to correct the problem police have said they'll prosecute the people responsible for the problem.
Officials said they could also be forced to take away the recycling containers.
"It's something that needs to be done," Hilltop said. "If they don't more people will drive by and they'll see the trash out they figure they can throw the trash in there."
Heather Yanonis has also been disgusted by the mess. She feels the problem will only get worse if the bins are taken away, but she doesn't see any other solution.
"With the bins being right there it's convenient," she said.
Anyone caught dumping trash illegally could face a $600 fine.
