Newsmakers to Feature SPCA of Luzerne County-

Protecting our pets and being a responsible pet owner will be the focus of this Sunday’s Newsmakers.

Hosts  Jayne Ann Bugda and Andy Mehalshick will be joined by Wayne Harvey, Humane Society Police Officer for SPCA of Luzerne County;  Garry S. Taroli, Esquire, Special Counsel for the SPCA of Luzerne County; and Todd Hevner, Executive Director, SPCA of Luzerne County.

The panel will discuss the new Libre law that protects animals in Pennsylvania.  The responsibility of pet owners, animal adoption and how to volunteer at the SPCA will be discussed.

Newsmakers will air Sunday, August 13 at 6:30 am on WYOU

and on Sunday, August 20 at 11:30 am on WBRE.

 

 

Libre’s Law will bring Pennsylvania in line with the majority of the country by increasing penalties for certain crimes against animals.

Cordelia’s Law puts penalties for crimes against horses in Pennsylvania’s animal cruelty statute on par with those for crimes against dogs and cats.

 The SPCA of Luzerne Count is a private, local charitable organization that depends on donations from the community and fundraising events for the majority of our operating support.

Todd Hevner was raised in York, Pennsylvania.   He is a graduate of Westminster College of Salt lake City.  He graduated cum laude earning a Bachelor’s of Science in Psychology with a focus on early childhood education.  Todd began his non-profit career shortly after graduating counseling adjudicated youth in a residential facility.  From there he managed and administered state low-income housing programs.  He then moved into real estate development focusing on revitalization of blighted urban areas, repurposing abandon homes and factories for use as low to moderate income housing.  After a very fulfilling decade in the non-profit housing industry and as  an individual passionate about the welfare of animals, Todd transitioned into the animal welfare field working as the operations manager with the SPCA of York County for just over 4 years.  In the spring of 2015 Todd moved into the Luzerne County area to assume the role of Executive Director of the SPCA of Luzerne County.  He proudly serves in that role working with a dedicated, passionate team of staff and volunteers. 

 

Wayne Harvey has  a BS degree in Economics from Wilkes University and later spent 3 years at the
University of Maryland pursuing a degree in Animal Science.  Wayne then attended the University of Florida taking classes there in the animal science field where he was studying low cost methods of artificial birth
control in dogs and cats.   Wayne  later moved back to Pennsylvania and began working
at the SPCA.  Wayne has been here a total of 20 years.  As a humane officer
he has prosecuted around 150 cases and won 99.9 percent of them.  Wayne says he looks
forward each day to doing his job as a humane police officer.  It is a rewarding and fulfilling career.

Garry S. Taroli, Esquire-  was raised in Kingston, Pennsylvania and is a 1972 graduate of Wyoming Valley West H.S.; Wilkes College (1976 – cum laude) –Political Science – with a minor in Economics; and the Dickinson School of Law in Carlisle, Pennsylvania ( Juris Doctorate - 1979).

 Garry has been a Board Member of the SPCA and its Solicitor for about 10 years, and several years ago was appointed a Special Assistant District Attorney by our DA, Stephanie Salavantis, to handle the Cruelty Prosecutions that are the results of investigations conducted by the Humane Police Officers employed by the SPCA of Luzerne County – he does this pro bono.
