Captain John Ostrum was promoted to Assistant Fire Chief. Chief Ostrum is a graduate of King’s College and is the most senior member of the fire department. He has served as Fire Captain for the past 26 years. He joined the Wilkes-Barre Fire Department as a firefighter in 1978 and has completed many fire/emergency response training programs including water rescue, firefighter survival, and emergency vehicle driver training, among many others.
Captain Alan Klapat was promoted to Deputy Fire Chief. As Fire Captain, Chief Klapat acted at the city’s fire inspector and training officer. He obtained numerous fire and emergency response certifications including Fire Investigator/Inspector. Chief Klapat was also responsible for providing fire safety education programs to civic and social organizations, elementary schools, educators, and child/adult care givers. Before joining the Wilkes-Barre Fire Department in 1991, he served as a Sergeant in the United States Marine Corps. He was later promoted to Captain in 2001.
“I have watched both these men excel with courage and professionalism during their careers,” said Chief Jay Delaney. “They will assist in providing strong leadership to the Wilkes-Barre Fire Department.”
“I would like to congratulate Chief Ostrum and Chief Klapat on their promotions,” said Mayor Leighton. “They bring 59 years of combined experience in emergency management response that will greatly benefit the residents of Wilkes-Barre in terms of public safety.”
